Employee Role - Edit Bill Description/Memo

I was disappointed to see that with the new custom roles, folks with the employee/manager role are still not able to edit the description/memo for a submitted bill. Often times they have additional details that need to be captured in the description but are unable to make those edits. This feels like a very low stakes field to edit and has much less impact than many other fields that they are able to edit. We cannot have employees seeing all bills so AP Clerk/Bookkeeper are not viable options.
