Manager Approval Restrictions

This came up in the community round table today. @Rehana and @Dave_Wieseneck said to tag them.

So here goes:
I work in a non-profit arts organization so my coworkers and managers are creative types who don’t put a lot of stock in time management and procedures. So I have managers approving transactions that have fulfilled the requirements weeks later. And after I have sent them several reminders through the Dashboard. One manager in particular asked if they HAD to approve every transaction (their department probably has the least amount of activity)

What are thoughts on setting parameters for how long a manager has to approve a transaction? What consequences can we put in place for non-compliance?
